During the puberty stage, normal breast development is thwarted and the breasts fail to develop normally and fully. Tuberous breasts are not simply small or underdeveloped breasts. Asymmetry of the breasts happen when the breasts are two different sizes. Asymmetry issues also have to do with sagging or drooping of the breasts.
